The WTO figures included these only if the country supplied its own estimates of the percentage equivalent. All three of the trade giants also allow only a relatively small quota of imports of sensitive products at low tariffs, then apply very high tariffs on any imports above the quota. Only the low tariffs were included in the WTO's figures. But Australian officials estimate out of quota tariffs on sugar, for example, run as high as 181 per cent in the US, 228 per cent in the EU and 463 per cent in Japan. Across the board, the report found average protection is generally highest in North Africa and high in many developing countries, which rely on import taxes for revenue.
